Чем выше любовь, тем ниже поцелуи

A line of a popular Russian song goes, "The less the love, the more the kisses".

I ask those who have experienced being in a relationship: is this true?

it's a cynical (contemporary) russian saying. which means something like: the more elevated talk of love there is among the two, the more it implies sex, sex and more sex :)

I am afraid you are wrong. It indeed translates as 'the higher the love the lower the kisses' but it means that the stronger the bond between two people, the more oral sex that gets performed.

Well, not too far off the mark anyway. I wasn't too worried about the details (that aren't made explicit anyhow, so it should be open to slightly more free interpretations than this, particularly given the "high" vs "low" juxtaposition which in Russian is very specifically understood as "nobility" vs "villainy": низкий, низость - viciousness, villainy. thus "high love" has to also mean noble/pure love, rather than just the strong bond. IMHO.)
